How to tune my bass guitar?!?

So I definitely understand how to physically tune it, obviously, but I have one problem; the way to turn it.. For example, if I go to tune a string to E but the chromatic tuner is telling me F, I don't understand which way I need to turn the tuning knobs. Thats the only issue, really just the order of the notes, so I know how to get from one note to the next, is there a chart anywhere that I can memorize?!
