Guitar Technical Question!?

on my high e string the lower frets (like frets 1 2 3 etc.) appear to be slightly sharp on the tuner. The higher frets such as 17,18,19 etc. appear flat on the tuner. i have repeatedly tried to fix this by intonating with the floyd rose tremolos saddles but i cannot figure out what is wrong here. please help this is so frustrating!
